I came across this short film years ago and just remembered it:
Apparently it was never broadcast according to this page from l’INA.
The main person behind the film seems to have been Roland Schreyer, a Swiss man who worked for Unesco and published quite a bite about the “rural press” in Africa.
His death was covered in the June 1990 edition of the Kibaru newspaper itself.

I remember it having some subtle Bambara at the beginning (with a voiceover/translator’s translation into French) but yeah, I imagine they weren’t thinking a lot about centering Bambara in it
